Swimming, yes, surfing as in baord-surfing no, but body surfing is possible when the waves get up to it. I've seen 4 or 5 foot waves during windy months but the average is a lot more modest - 1-2 feet.
Sandy Beach is the most popular, with the biggest crowds, while the beach at las conchas is a lot quieter with no-atv and no-firework enforcements. Depends on what you are looking for.
